The qualifications needed can vary greatly but there are two basic options, get a low paying job and start at the bottom (ie: bottling line, keg line, etc.) or go to school, spend a lot of money and start at the bottom.
So, in all honesty, it is a good thing to go to school and become educated in brewing because this will allow you to move up more quickly but it is not necessary if you want to work in a small craft brewery or pub. A small craft brewery or pub will most likely not hire someone into a brewing position without experience but on the other hand would hire someone without formal education that has experience... Do you have money to spare? Yes? Go to school.
No? Get a job at the bottom and work your way up. You can move up quickly this way if you show interest and are in the right place at the right time.
Keep Homebrewing if you have already started and if you haven't then start. Homebrewing is a great and inexpensive way to become familiar with different ingredients and it's one more thing to put on that resume.
The only other advice I have is to talk to people in person and make friends... The craft beer industry is small! It counts to know people!
Well I know that you need to be at least 18 to get a job in most places, but you need to be 21 to work with alcohol. In this case I would assume 21 but I'm not sure. It would also depend on where you live. Where I live you must be 21 to work with alcohol.
