You should parrot back whatever your instructor has told you. Me personally, the pre-reading phase consists mainly of "opening the book", and it's important to take before reading a text because I don't have X-ray vision.

Quiz yourself on key concepts and summaries, and make connections between the new information and previous knowledge. This step helps solidify the information in your memory for better retention.
