DVDs are usually encoded with a region number. North America is number 1 and Europe is region 2. In order to play a DVD, the disc and the player need to be coded as the same region. Most US DVDs therefore won't play on most English players. There are a handful of players that ignore the region code but most are third party modifications and often will not be covered by any manufacturer's warranty. Yes, you need a multi-region DVD player to solve the region code imcompatible issue.
It is possible that nothing is wrong with your PS2; the DVDs are simply the wrong region. You can mod your PS2 or use a region disk if you want to be able to watch the DVDs.
The Chuck season 2 DVDs released in England stated on the box that they were region 2. But the actual DVDs also supported region 4, and work fine on Australian DVD players. The Chuck season 3 DVDs have already been released in England (region 2). But I don't yet know for sure whether the DVDs are also region 4 compatible.

well, i recently got 2 region 1 dvds (im from aus) and both worked on my 2009 model PS3 and yet they both said region 1 on the cover. BUT, it doesnt mean that some dvds still wont work on it. Really, it just depends on the dvd. Some companies make region free dvds and put on the front/back cover a certain region. Try it anyway. I hope i helped! :)
DVDs have 6 region codes for different regions in the world which are used as a commercial protection. You may only watch the dvds in your specifically region easily. A region free player means you can also watch the dvds originally released in other regions. Some players are region free but it it sometimes possible to modify a player to make it region free
