Two important reforms of the French revolution were, the abolition of the hereditary aristocracy, and the introduction of the metric system.
The metric system was devised following the French Revolution and the metre was intended to be defined as one ten-millionth of the distance from the North Pole to the Equator. The centimetre is just one hundredth of a metre, using a system of prefixes as part of the metric system to define various lengths. In this case, the centi- prefix meaning one hundredth.
Time is not decimalized in the metric system because it is bound to change because of the revolution of the earth.
The metric system came about during the time of the French Revolution, during the age of Rationalism etc. This places it in the later part of the 1700's, which is the 18th century. A good resource for this is the book "The measure of all things" by Ken Alder
