Yes, they can. At a professional rodeo, they can only enter the womens barrel racing. In amateur or open rodeo, they can enter anything; though rough stock events aren't advised.
The American Quarter Horse is used in most rodeo events because it is fast and can turn and stop quickly.
One of the big rodeo events in Canada is called the Calgary Stampede.
The mark out rule is when the rough stock rider has to have his feet above the horses shoulder when the horses shoulder passes the chute boundary. Failure to make mark out results in a no score for the rider.
