Cornell University does not have a specific ACT/SAT score requirement and does not rely on any single formula for the selection process. You must take either the SAT with Writing or the ACT with Writing and some colleges have specific requirements as to which sections of the tests you must take.
However, for comparison, the middle 50% of Cornell freshmen had an ACT composite of 29-33. None of them had an ACT composite below 18, and only 5% had a composite below 23. 65% had a 30 or higher.
Also, 100% of entering freshmen were in the top half of their class. Let me say that again: ONE HUNDRED PERCENT. In fact, 99% were in the top quarter of their class, and 90% were in the top 10%.
Cornell, although not as selective as other colleges, still requires SAT scores over 2000. An applicant's GPA should be in the "A" range and the ACT score should be above a 29.

The SAT is not used for graduation, but for university entrance. To get into a top university you need a score of at least 1400 or above.
