November is a winter month in many cold countries, however in the UK and the US for example it is an Autumn (Fall) month.
It really depends, usually it's getting pretty cold (for Japan so high single digits) it's the beginning of winter - although January is usually the coldest. It's also the start of the dry weather, so less rain.
This year however it's still warmish half way through November. Mid to high teens most days although it does get colder at night and it rained last week so who knows with weather these days.
It can be rainy all year round except when you are in a desert, tropical rainforests are generally the wettest places on earth!
