If your iPod Touch was jailbroken you will have to Restore your iDevice.
If it is a normal iOS operating iDevice there are a few ways to combat this.
1. Contact Apple Support
2. Reset Home Screen Layout (Please Note: If you have most of your things in a folder, they will be scattered everywhere leaving you to put your apps in folders.
3. Try resetting your iDevice.
4. Only as a last resort, Restore your iDevice or Reset your Device to Factory settings.
Alternatives:
1. From now on use your Computer to Purchase or download Apps, then sync it to your iPod.
2. If you have another iDevice, use iCloud, so from now on every time you download anything from a iPad for example it will Sync it to your iDevice.
