When fish die the experience an out of body experience, where they stay near their dead body for 3 days. During those 3 days they encounter the souls of other dead fish that never made it to the final hereafter. After the 3 days are up, if lucky, they are taken up to God's gigantic pond in Heaven where they will stay for all eternity. One way to know if your fish didn't make it to the final hereafter is if after or before the 3 days, the body is completely gone. When this has happened the soul of the fish must stay at that same location where it died until the final destruction of the Universe after the 2nd coming of Jesus Christ. There at the destruction of the Universe the forsaken fish soul is completely annihilated. Next time you look into your fish tank and see that your turtle has eaten and killed a fish, and swallowed the body in less than 3 days, you will know that even though the physical body is gone, the soul is still in that tank forever.

Commonly the fish we raise as pets are fish , not mammals like dolphins and whales that go to the surface to get air. The fish you raise at home use their gills , thus no they do not go to the surface to breathe. Gourami fish have a special organ which enables them to breath atmospheric air. This type of fish can't rely on breathing through it's gills alone so if it can't get up to the surface it will die.
