In just about every state you can get married at 16 if you have parental consent. There is no state that will allow someone under the age of 18 to get married without parental consent/court approval/special circumstances.

No state in the United States allows a 13 year old to get married.

All states have either 18 or 19 (for some it's 21) without parent consent. Most states have it to where you must be 16 or older and must have parent consent if under 18, 19 or 21 a court order and sometimes even go to "Permission to Marry" form the cost for filing this petition is $120.00 even if the Judge refuses to allow the couple to marry, and/or certified copy of the custody judgment . If one has no parent or legal guardian must have court order or judicial consent.
