CA no rack needed, AZ rack required unless hauling shippping containers or large crated items. diferrent laws for each state, that's why all over the road trucks have them on but some local or short haul trucks do not. Most likely a good idea anyway from a safety stand point, never know when a four wheeler might jump 3 lanes for an exit, you don't need that freight smacking in the head hence the word headache rack.

You could be talking about something like an F350 with a flatbed body, a tandem axle straight truck, or a tractor-trailer.. all three have different licence requirements. Vehicles under 26,000 lbs. Gross Vehicle Weight Rating typically do not require a CDL, except in certain instances of where the vehicle is either hauling hazardous materials which require the display of placards, or where the vehicle is a bus designed to transport more than 15 persons (including the driver). If it doesn't meet either of these criteria, the only other way it would require a CDL if it was a NY registered vehicle with a GVWR of more than 18,000 lbs. and operating in the state of New York. In all of those instances, it would require a Class C CDL - if it doesn't meet any of that criteria, it doesn't require a CDL. If it's a single vehicle with a Gross Vehicle Weight Rating of more than 26,000 lbs, then a Class B CDL is required. Additionally, a trailer with a weight rating of up to (but not in excess of) 10,000 lbs. may be towed.
