That energy has to go somewhere. The energy causes the molecules to move about rapidly and escape the surface of the water and thus become vapor. Similarly, if water has energy removed (cooled), the molecules cling together because they do not have enough energy to move around. The water becomes a solid. So matter (not just water) exists in three states because it is energetically favorable for it to do so.
