As the name water cycle indicates this is a cycle. Therefore the processes which must occur before precipitation depend upon your starting point in the cycle.
I personally would stat at the point of having a body of water e.g. the sea from which evaporation must occur usually followed by transportation via wind to land which then raises the height of the clouds and causes precipitation.
It's all a big cycle but going back to solids liquids and gasses, gasses are hot and spread out, energetic , solids cool, condensed and tired, (in a sense of personification for the energy thing). So water is a liquid, and when the sun is hitting it, it will heat, evaporate, and become a gas, forming a cloud in the atmosphere, where, once the sun leaves, and it cools, it will rain, becoming a liquid again. I've heard this in great detail over the past 4 years in school so it's accurate, about all I can give for proof, sorry.
It Usually Happens When It Rains Or When Theres Fog.
its the clouds
Not long--they pretty much melt if it rains
Before it rains, if using granular fertilizer, so that it will "melt" into the soil and become available for use by the plant roots.....IF you are using liquid fertilizer you would apply it either on the leaves, or by drenching the soil around the plant at least 24 hours before a rain occurs.
