I'd say, base on a head on attack, their equal in power, but strategically, rasengan wins. Rasengan is equal to chidori, because rasengan is only shape manipulation and chidori is both nature and shape manipulation. But, because rasengan's shape manupulation is at such a high level, it seems to equal off with chidori. In the matter of a rasenshuriken, which is a shape and nature manipulation at such a high level, that it's in a different league than chidori.

Lighning is inferior to wind. however, the rasenshuriken is at a disadvantage against fire jutsu because wind makes fire stronger.

So naruto and sasuke are equally powerful unless one learns a new jutsu. but sasuke has two chakra properties (fire and lightning) and naruto only has one (wind) but naruto can learn 1000 times faster (shadow clones (Naruto vol. 36)) than sasuke when sasuke relies on drugs (courtesy of kabuto). But, remember to take in matter of Sasuke's sharingan (mangekyou sharingan too). Naruto is physically stronger now, because of his Sage Mode, but Sasuke still has his sharingan, and there are still many things to learn about the power of the sharingan like how there is the level of an "ultimate sharingan". Sasuke may soon come into possession of this power (Uchiha Madara posesses this too), because he may already obtained Itachi's eyes. But the one thing sasuke has that naruto doesn't is an attitude. also the rasengan was developed by the fourth hokage and the chidori was developed by kakashi rasengan wins anyday.

I believe that Rasengan is stronger than Chidori.

Rasengan can be used multiple times. It can also cause explosion, wide range area of effects, and penetration.

Chidori on the other hand, is mostly just used for penetration and assassination.

Rasengan Vs Chidori

1. Damage: Rasengan wins!

The Chidori is mainly used for penetration while the Rasengan does damage to the surrounding and also provides penetration.

2. Stealth: Rasengan wins!

The Chidori gives off light and sound so it can easily give away your position while the Rasengan makes no sound at all, but still gives off a bit of light.

3. Usability: Chidori wins!

The Chidori can be controlled so that it only damages that target while the Rasengan can injure people around the target given that there is only 1 enemy.

4. Time: Rasengan wins!

The Rasengan can last indefinitly while the Chidori expires after some time. (Not counting Justus evolved from them both cuz Rasenshruniken lasts for only a few seconds, also given that the user stays concentrated.)

5. Stability: Chidori wins!

When you lose control/ get distracted the Rasengan will unravel while the Chidori stays the same.

6. Usability (training): Draw!

Both the Chidori and the Rasengan takes intense training in order to be mastered.

Result: Rasengan WINS!!!

Keeping in mind that one is a ranged attack, whereas the other is a melee attack, and the differences in the settings of Bleach, and Naruto respectively -- namely that in Bleach Ichigo Kurosaki is a substitute shinigami (Soul Reaper) whose powers originate from his soul, and Naruto is a ninja (of various levels in both the anime and manga) whose powers are chakra/ chi based. well actually the rasengan is more powerful. I'm not sure what episode you are.. but the answer kinda reveals in naruto shippuden. however when naruto and sasuke fought against each other on the rooftop of the hospital... sasuke's chidori had only created a tiny hole in the water tank, while naruto's rasengan blow up the entire back on the tank. thus concludes that the rasengan is stronger... there is more information in shippuden.. but i just don't want to say it.. just in case you havent watch it yet and for others who don't like spoilers

The Chidori technique (thousand birds) is a very powerful technique. The raw move is certainly deadly. This however is all dependent on the amount of chakra used to form it. Kakashi improves it to the Lightning Blade (which he uses more than Chidori), which is so powerful it can go straight through someone

As seen when Sasuke vs. Naruto and uses the Chidori on the roof of the hospital/medical clinic, it has enough force to easily rupture a water tank. It's far easier to rupture a person than a water tank (at least I believe so, I haven't personally tried either).
