Keep the hamster in a warm room away from draftes and keep the room warm and snuggly. Avoid direct sunlight and do not place near doors, radiators or windows.
During the winter , also provide you hamster with a fist full of extra bedding for them to chooses to use and make the saw dust a few centimetres deeper.
I wouldn't say that there is an exact temperature but if you are unsure wether your hamster is warm enough, put a small handfull of extra bedding on a ledge or in a toy/ tube which the hamster can find, and carry to it's own bed to keep itself warmer.

Keep attempting to heat up thie body until they come around, even then do not put them back in their cage until they have gained full consiousness and seem as active as usual, then provide your hamster with more bedding, more saw dust and heat the room more.
