No state of war has ever existed between the United States and Russia or the former Soviet Union. There existed a "Cold War" where actual fighting did not occur but both sides strategically moved their military machines to out wit the other side. An arms race of sorts occurred which included nuclear buildup as a deterrent. Ultimately the USA won this war in the sense that during the Reagan administration they were able to out spend the Soviet Union whose economy collapsed and was unable to keep up.
