The most expensive app I've seen is about $40 and it teaches people in a medical home how to read.
You can buy in-game content for some apps that can be $100 or maybe more, but I haven't seen any more then that. It could be like some kind of currency in a game. Like in Smurf's Village you can buy a lot of smurfberries for $100, but who would want to buy that I don't know.
