The liquid component of blood, called PLASMA, is responsible for carrying hormones, plasma proteins, food materials (like carbohydrates, amino acids, lipids), ions (like sodium, chloride, bicarbonate) and gases (oxygen, nitrogen, carbon dioxide) throughout the body.

The portion of the blood that is not plasma contains the FORMED ELEMENTS (red blood cells, white blood cells, and platelets.

Plasma is matter that is either excited via heat or dielectrically separated to the point that the electrons and nuclei separate completely, causing a glow whenever the free electrons collide with a nucleus. There are no elements formed in this process, unless a nuclear reaction has occurred. At least, as far as I know.
