It's the Time Bandits Time bandits- endless road.
Most likely (and note this may not be accurate although it probably is), he is the son of Jim Cregan - a member of Stewart's band at the time who co-wrote numerous songs with Stewart and played guitar in the band.
The song (actually titled 'Young Turks') was released in 1981 on Stewart's album 'Tonight I'm Yours'.
