Dusk is when lightning bugs make themselves most visible.
Specifically, lightning bugs can be seen poised in the grass or on building and tree parts. But they do not light up until dusk. They may make themselves visible from early evening into 1-2 hours before dawn, from late spring into early fall, depending upon environment and weather.

Well first of all most fireflies are not "lightning bugs" and fly in the day, but if you want to find fireflies night would be easier. In warmer places there are more fireflies, so if you live in a warm place like Florida you might want to try looking for those lightning bugs.
YES. Though bed bugs prefer to come out only at night, to bite you in your bed while you sleep (generally in the small hours of the night), they WILL bite you at any time of day if they are hungry and you are around. If you are not sleeping in your bed, or have made it hard for them to bite you at night, then this is inevitable. They prefer to bite at nighttime, in the dark, but will bite in broad daylight if they have to.
Lightning can strike at any time of day or night. Worldwide there are about 100 lightning strikes every second.

Spray all edges of bed box and mattress with alcohol at least twice a week to eliminate as many bugs as possible
They do come out at night. They are more active at night time.
