What do you do when you get all the gym badges in Pokemon emerald?

After Olivine head over to Mahogany town and head north to Lake of rage. Surf to the middle of the lake and battle/catch the red gyarados and then talk to the man in the black cape looking out onto the lake {he will appear after you defeat/catch the red gyarados}

Go and talk to Mr. Briney, and get him to take you to Slateport City. From there, head over to Mauville, where the third gym leader will be waiting (NOTE: He uses electric types!!!)

after getting the 7th badge you need to go to sootopolis city and beat the 8th gym leader but to do that you need to first go through origin cave.
