I would say it depends on the age of the bunny on whether or not they need milk to survive, if they haven't opened their eyes yet (1-2 weeks old) then they most likely will need milk to survive, but if they have opened their eyes and can get the nutrients that come from milk elsewhere then no milk is fine.

She should feed the little babies if she don't then there is a chance they don't need feeding but if there is suspicion of neglect then inform a vet and ask for help or information on what to do or take them in
