If a 1995 Monte Carlo has no reverse, there could be a few problems. The transmission could be going out or the pressure solenoid needs replaced. A mechanic will be able to find the cause of the problem.
The fuse box on a 1995 Monte Carlo LS is on the passenger side as you open the door look on the side of the dash
look under the dash behind the glove box.
Look under the hood of the car for the diagram or in your owners manual if you have it.
Look where the thermostat is attached to the intake manifold

I doubt it. I have a 2003 Monte Carlo with 20" rims and if I'm turning sharp and hit a slight bump it rubs slightly on the inside of the wheel well. Just enough to shine up the metal and put a little wear on the tire. They look great though. the answer is yes i have 22's on my 99 Monte Carlo and it rides just fine just be ready to have your stuts repleced if there not in the best shape no. the biggest you can fit on a 95 Monte Carlo are 20"

Look at the bottom or rear of radiator
There is one before and one after the catalytic converter.
It is on the steering wheel councel. On the top side like if you were looking at the speedometer, but look behind the steeringwheel on the neck of it..
