Well, if it's 25 degrees Celcius, I'd probably go with a T-shirt and shorts or, if you want, capris. If it's 25 degrees Fahrenheit, then I'd wear long pants and shirt with a light jacket and then a thick coat (you can wear the extra scarf or hat if you want). Hope this helped! :)

35 F (2 C) is a cool day. If sunny and still a light coat or sweater is adequate to walk the dog. Some may wear gloves. Joggers may still be in shorts and tees. Nobody except recent immigrants from warmer countries would wear a hat except ball cap with a brim to block the low sum December to March.Observations at 28 F (-11 C) on a sunny still day (considerably colder) indicate that clothing ranges from winter coats with hats and gloves to light winter coats unzipped, no gloves and no hats.
