Getting the Surf Hidden Machine (HM) is a race. It is in the Safari Zone and is obtained from Wallace. You have to get to a hut before time runs out. In the hut, talk to a guy called Wallace and he will give you Surf and you can also find some gold teeth which will get you Strength from the Safari Zone Warden.
