A:Luke 9:54 describes James and John wanting to call down fire on the Samaritans merely for being inhospitable: "And when his disciples James and John saw this, they said, Lord, wilt thou that we command fire to come down from heaven, and consume them, even as Elias did?" Fortunately for the Samaritans, Jesus rebuked them for this.
John 3:13New King James Version (NKJV) 13 No one has ascended to heaven but He who came down from heaven, that is, the Son of Man who is in heaven.[a]
Lucifer was his name in heaven when he was in heaven. When he rebelled and was cast down to earth his name was changed to Satan, aka the devil.
The account, which is found in Luke 9:51-56, refers to an inhospitable Samaritan village, not just one individual. James and John asked Jesus if He wanted them to command fire to rain down from heaven and destroy the village. Jesus rebuked them sharply for their lack of understanding.
(Mark 3:17)  James the son of Zebʹe·dee and John the brother of James (he also gave these the name Bo·a·nerʹges, which means "Sons of Thunder"),(Luke 9:54, 55) 54 When the disciples James and John saw this, they said: "Lord, do you want us to call fire down from heaven and annihilate them?" 55 But he turned and rebuked them.
Three different persons in the Bible received acknowledgement from God by fire coming down from heaven. Elijah the prophet three times called fire down from heaven. First in 1 Kings 18:38 when he confronts the prophets of Baal in a contest to determine who is the true God. Twice later on in 2 Kings 2:12-14 Elijah called fire down from heaven wiping out two different contingents of fifty soldiers who had been sent by king Ahab to arrest him. King David also received acknowledgement from God in 1Chronicles 21:26 when fire from heaven consumed his sacrifice to the Lord after he had prayed. David's son King Solomon also was acknowledged by God at the dedication of the temple in Jerusalem 2 Chronicles 7:1 by fire consuming his sacrifice. Others in the bible have talked about or are said to have the ability to call down fire but have not actually done so. The disciples asked Jesus if they should call fire down from heaven on the Samaritans who were inhospitable in Luke 9:54, but never actually did. In Revelations 13:13 the beast of the earth is predicted to be able to call fire down from heaven however this prophetic book may actually have a more figurative meaning for this depiction.

No because heaven ghosts don't haunt people down like other ghosts. Heaven ghosts are angels because they came down from heaven to help people.
Well... we describe Heaven as being in the presence of God, and if God is everywhere... and when God comes down from Heaven...then... umm..i dunno we should ask Him when He comes
Yes, because they rejected him - And when his disciples James and John saw this, they said, Lord, wilt thou that we command fire to come down from heaven, and consume them, even as Elias did? (Luke 9.54)
