It began as a series of independent city-states, followed by groups of city-states ruled by petty kings, then became part of the Assyrian Empire, followed by the Babylonian Empire, followed by the Persian Empire, followed by the Macedonian Empire etc etc.
The government of early Mesopotamia was somewhat similar to democracy.The early Sumerians elected an assembly or group of people like the ancient Greeks to run the government.The kings in Sumer were elected by the assembly but as time went on the lugals considered themselves similar to Gods.They gave their power to family members when they grew too old. Because the lugals were considered god-like the ancient government were theocracies. The lugals provided military protection and leadership and established laws, as well as oversaw building projects.
one is King Hammurabi's code. They were based on an eye for an eye, which meant that the law was fair but they were not all based on it. There was about 250 laws. For example one is, if a man knock out the the teeth of his equal, his teeth shall be knocked out. its an eye for an eye because what ever one person does to the other then the person hurt gets to do the same thing and they both will be hurt, that's fair
