i think they still had dectorship and menorcy. Yes, you could say that they had a Dictatorship in a way. After Caesar's death the government tried to continue under the rules of the republic, but it failed and the Second Triumvirate was legally formed. After the triumvirate fell apart, the principate was formed by Octavian/Augustus.

There was not a form of government which developed before Julius Caesar. Caesar took power in the late period of the Roman Republic and when he died Rome was still a republic. He introduced reforms which concentrated power in his hands./ However, he did not do away with the republic.
