Because Hamlet is the instrument for his own destruction, and the events in the play are riddled with death and hardship. In particular, the story ends with Hamlet, Laertes, Claudius and Gertrude all lying dead on the stage, a common ending for Shakespearean tragedies.

In classical terms, the word "tragedy" basically means that the hero dies in the end. Along with that, it's expected that the hero will face difficulties, and have sad times. However, there can be funny events in a tragedy. "Tragedy" doesn't mean that the whole story is sad and gloomy.

In classical terms, "comedy" means there's a happy ending. So the fundamental difference between tragedy and comedy is in how things end up.)
