Nevado del Ruiz is on the South American Plate and is the result of the Nazca plate subducting under it. The Cocos and Caribbean plates are not far away.

From all the research I've done I have figured out that it had something to do with the shifting of the tectonic plate it sits on but I'm afraid that's about as detailed as it gets :/

There were two main reasons. First, with Mount St Helens, the people were given adequate warning while they were not with Nevado del Ruiz. Second, when Nevado del Ruiz erupted, several towns were in the paths of major lahars.
