Clearly mass is a scalar and force and acceleration are vectors, so that is not the case. Also, if they shared the same dimensions, they would effectively be the same thing so F = m + a would be the same as F(total) = F(1) + F(2) which wouldn't tell us very much about the laws of physics at all. Also, you don't say force is proportional to mass times acceleration (it's EQUAL to mass times acceleration). It's either force is proportional to mass (in which case acceleration is the factor of proportionality) or force is proportional to acceleration (in which case it is mass).
