The first human occupants were Indian's, who really didn't occupy the island, but harvest eggs from sea birds. In 1846 a lighthouse was to be built. Then in1849 with gold found in California. Everybody was worried that foreign country's would try to take the gold, the army decided to build a cannon battery and citadel. At first it was a military prison during the civil war. Then in 1934 it became a federal penitentiary. In 1963 it was ruled obsolete and dilapidated, and closed.
