Only citizens were allowed to go to school. I think they feel privileged
Most Athenians were simple peasant farmers and artisans. However there was an elite which promoted the arts and learning, and imported scholars ad artists from other parts of the Greek world and created a bubble of advancement financed by the spoils of the empire which Athens had established from the anti-Persian league which it had led after the Persia invasion.
However it was not entirely aristocratic. Religious festivals featured plays in which the peasant farmers were to bulk of the cast, and many others attended the festivals and the performances. But the major preoccupation was earning a living, maintaining a home and family, on public service as a councillor and jurist, and serving in the army and navy when called out. Art and learning were for those who had the leisure and means to participate.
Most people were so busy subsisting on their farms and trades, raising families and fighting wars to indulge themselves with art, which was reserved for the minority of the rich who could afford to indulge themselves. However the males did involve themselves in 'the Arts', which were a part of their religious life, participating in the religious festivals and associated theatre.

spata's attidude to art and learning was very imoportant to them because they like to oner there heroes , gods or goddess with arts like statues and paintings. Truly, Sparta's attitude toward art and learning was as if they didn't exist and they actually didn't care what so ever and cared more about war and strong warriors.

The attitude of church leaders and the wealthy toward the arts was encouraging because they would spend a huge amount of money for the arts. They became patrons of the arts by financially supporting artists.

Yes, Browning implies a connection between the Duke's art collection and his attitude toward his wife by suggesting that the Duke views both as objects that can be controlled and possessed. The Duke's obsession with controlling his wife mirrors his desire to control his art collection, as he sees both as possessions that exist solely for his enjoyment and admiration. The Duke's attitude towards his possessions reflects his possessive and controlling nature in his relationships.
Athens Institute for Contemporary Art was created in 2001.
