Darth Vader has most of the Force powers as a normal Dark Side user. Unfortunately, with the loss of his limbs, he did lose some strength in the Force. Since the Force flows through living things, and Vader was now more machine than man, he wasn't as formidable as he was when he was full human.
However, he was still a powerful Sith. The only power that I know of that he did not learn or could not was Force Lightning. That would pretty much fry his mechanical breathing control device.
I learned this through much discussion and believe I also read in the back of one of the Expanded Universe novels George Lucas' answer to this question.
