US president Lincoln issued the General War Order No.1 on January 27, 1862. The effective date was to be one month later. The order called for the general offensives of all the Union's land and naval forces to begin operations against the Confederacy. As an aside, Lincoln did this without speaking with General George B. McClellan.
On March 8, 1862, President Lincoln issued his General War Order No. 2 that reorganized the Army of the Potomac into four corps. This infuriated General McClellan, as he believed Lincoln was meddling in military matters that he knew little about, as was the opinion of General McClellan.

The order of the Cabinet Members in the Presidential line of succession is the order in which the positions were created, with the Secretary of Defense in the position originally held by the Secretary of War. Therefore, the Postmaster General would be after the Attorney General and before the Secretary of the Interior.
