His first goal was to keep the US untied and to wage a war to do so. He believed the slavery issue could be solved after the states were re-united. He later used the Emancipation Proclamation as a war measure to disrupt the Southern war effort. US slave border states were not included in the Emancipation. War Democrats and the Radical Republicans both criticized the performance of President Lincoln during the war.
