The 1828 election had more voters than any election before it, because it was the second election that the public could vote in (using the term "public" loosely because only white landowner could vote). Before 1824 the electors that vote for the president were selected by the state legislature. There was also a national campaign and more greater newspaper coverage before the election. (The idea that more people voted in the 1828 election is misleading. Although the number of popular votes greatly increased, only 57.6% of those able to vote did.)
