The first Pokemon that was ever created, according to series designer Kenji Sugimori, was actually Rhydon. In the data for the first games, you can actually see that Rhydon was the first Pokemon they programmed in, and all of the statues in the original games seem to feature it. A lot of people make the mistake of thinking that Bulbasaur was the first created, since its featured first on the Pokedex, but this is not the case. A lot of people also think it was Pikachu, since it's the franchises mascot, but this isn't true either. In fact, Clefairy was originally suppose to be the mascot of the franchise, not Pikachu.
But yeah, Rhydon was the first created.
