It was a reorganisation of the US Military and Intelligence services as a result of the lessons learned from WWII. Among other things, it created the Central Intelligence Agency, the National Security Council and broke off the United States Army Air Force into a separate service. It placed the service Secretaries under the Secretary of Defense and cleaned up the chain of command within the Armed Forces.
The National Security Act of 1947, which was signed into law by President Truman, restructured the intelligence and military agencies within the U.S. government. This was done after World War 2.
