The goal of the Open Door Policy was to maintain Chinese independence and American trading rights in China. The attempt was to prevent Japan from expanding into China. President Hoover announced, in 1931, that the US would not recognize the legality of any territorial changes in China resulting from the use of force. This became known as the "Stimson Doctrine" and the US never used the military to enforce it. In 1932, Japan launched an attack on Shanghai.
