The Dark Days are the days in which the thirteen districts of Panem rose up and fought against the dictating Capitol. However, they did not succeed in defeating them, and district thirteen was destroyed, therefore the Capitol started the yearly Hunger Games, where they remind the twelve districts of what they went through, telling them not to do it again. In The Hunger Games, each district must send to the Capitol one young man and women, between the tribute ages of twelve and eighteen, to be trained in the art of survival, and to be prepared to fight to the death. The Dark Days were about 74 years before the books were set and were a time of rebellion against the Capitol. There were thirteen districts then and as a result of the rebellion the thirteenth district was eliminated.

This is when the Hunger Games started as a way for the Capitol to prove that they had so much control over everybody and could take twenty four children away from their families and only one of them would return. The Hunger Games are to stop them rising against the Capitol again.
