Because the plague could only be pervented by keeping up hygeine. Back then, people didn't bathe as often as they do now and were more prone to sickness and infection. So once the plague began to get out of hand, they searched for cures with these crazy methods and never considered hygeine because they were in such a panick

The greatest obstacle was that people did not know HOW Bubonic Plague is transmitted (by fleas carried on rats biting infected/ uninfected persons). It was believed it was spread by "bad air" and by dogs and cats. The latter resulting in killing many dogs and cats, the natural control for rats.
