Because the plague could only be pervented by keeping up hygeine. Back then, people didn't bathe as often as they do now and were more prone to sickness and infection. So once the plague began to get out of hand, they searched for cures with these crazy methods and never considered hygeine because they were in such a panick

The Medieval Doctors in the period of time didn't have the right knowledge or intelligence of bacteria and diseases that fortunately we have today. The correct cure to stop the plague was found in the 20th Century.
