At the time the new country was afraid of a all powerful government so they wrote a pair of laws that the country would go by, just like our constitution today. As one of the main things they made it so the government could NOT tax the people. With this the new government had no way to raise money for trade, supplies, military, etc. They had to rely on donations until they decided to write a new constitution.
