Marvel Comics #1 (featuring the Sub-Mariner and the Human Torch) was published in 1939, by Timely Comics, a few months after DC published Action Comics #1 (with the first Superman story). The company changed its name from Timely Comics to Atlas Comics in the 1950s, and to Marvel Comics in 1962.
Marvel Comics got their ideas from their creative teams. A lot of their most famous characters were completely original ideas when they were created. But, some of the inspiration DID come from Marvel trying to compete with DC. Obviously, it worked... :P
