There is no accurate account of when arrived in London. We know he was already established by 1592 as an actor and playwright. Queen Elizabeth I was the monarch at that time. It is estimated that London had a population of 200,000 in 1600; so one can surmise that it was somewhat less in 1590, which would be a reasonable guess for Shakespeare's arrival.
If you are talking about England, the country where Shakespeare was born, Elizabeth the 1st was the Queen
Queen Elizabeth I was Queen for 39 of Shakespeare's 52 years.
Shakepeare was born in and spent the first 39 years of his life in the reign of Elizabeth 1 of England.
Shakespeare was much too smart to let out what he believed about anything. Had he expressed the view that any form of government other than the one England had was to be preferred, he stood a good chance of being tortured, hanged and having his head on a pike above London Bridge. Thus his play Julius Caesar does not tell us anything about what Shakespeare believed. No play by Shakespeare or any of his contemporaries would suggest either that a mob of people knows better than a monarch how to govern or that it is legitimate to murder a ruler.
There were two rulers of England during Shakespeare's life--Elizabeth I to 1603 and James I thereafter.
