No. The oil is spilling into the gulf from the sea floor. It washes up onto beaches.
There is no such law. The only thing you have to keep in mind is - in areas where there is private beach extending all the way to the waterline - the owner of that property "owns" anything that washes up on their property. Anything that washes up on "public" beaches is not protected by property laws.
