There is no such law. The only thing you have to keep in mind is - in areas where there is private beach extending all the way to the waterline - the owner of that property "owns" anything that washes up on their property. Anything that washes up on "public" beaches is not protected by property laws.

This process is known as abrasion and it helps shape riverbeds, create sand on beaches, and contribute to the formation of valleys and canyons.
