He made many decisions, military & diplomatic, related to ending the war with Japan. One of the most famous, was the final decision to approve the use of the newly invented atomic bombs against the Japanese before the planned Allied invasion of the Japan home islands.

President Truman had to make the choice about how to conclude the war against the Japanese Nation. In particular he was faced with the choice of options to be used to subdue the Japanese home Island and to force unconditional surrender upon the Japanese government. These choices varied greatly in both complexity, resources required, time required to carry out the plan, and total cost estimated in both human life (Japanese and Allied) and in material expended.

In the end, he came down to three feasible choices. These were: 1 Blockade the Home Islands and prevent the Japanese to be able to feed themselves (one of their staples is fish and sea-life. This option was favored by the Navy, but was estimated to push the war into late 1946 at the earliest and to lead to high civilian deaths for the Japanese. Also this extended time-line would provide more opportunities for the Russians to seize large parts of Northern China and Manchuria into their sphere of influence if not annexation, not to mention requiring more material (ships) then were currently present. 2 Blockade the home Islands, use naval fire and bombings to soften up the defenses of the Home islands, and to launch the largest invasion ever carried out. The problems with this plan were that the time-line extended again into late 46 if not later, and gave the Russians even more time to conquer new lands and a chance to even aquire land from the Japanese home Islands themselves. Additionally, there would be at least an estimated 2-3 million civilian dead as a low estimate, 2 million more Japanese Soldiers dead, and at least 500k more American dead (all best case scenario figures. 3 Drop atomic weapons on Japan in the hope that the weapons ability to cause such catastrophic damage would force an intervention by the Emperor to end the war, or a change in the ruling junta towards unconditional surrender. At the time (August 1945), there was two atomic weapons ready for use in the Pacific.

Truman made the choice he thought he had to make, and the rest as they say was history.
