There were several. The most prominent are first, his invasion of Finland and of the Baltic States before WW 2, later the invasion of Poland together with Nazi Germany at the start of WW 2, and finally the blockade of Berlin after WW 2 to force out the Western Allies.

The occupation and later, the installation of Communist puppet regimes in east European countries do not really count. The occupations were part of his counter-offensive against Nazi Germany, and he had been promised by Churchill and Roosevelt at the Yalta Conference that afterwards, he could keep these countries (most of them pro-Nazi and actually fighting him during WW 2) in his 'sphere of influence'.
