The Treaty of Paris was the most difficult of Treaties ever made. Nearly every clause became the object of controversy and debate. Around 1,000 specialists from all over the world worked on the treaty; some were there to help, some were there to block it, and some were there to change anything and everything it might have been. Hence, the first major conflict in drafting the treaty.

One seemingly insignificant conflict was wording, such as whether they should use the verb "may" or "shall." The issue was taken back and forth over and over again.

Another reason for conflict was a referral of the United States that would not allow other nations to take exception, because the US government was described instead of simply saying "the United Statess." So some objected to its inclusion.

To mention one more of the many conflicts that arose, there was a question of boundary making, because in many instances, the countries just sort of blended or fringed together with no definitive boundary such as a river, mountain or sea.
