Tensions between the different classes of people - there was ongoing turmoil in the struggle for political power and to control restive lower classes.

Incessant warfare - as exists in today's world, there was always some sort of war going on between the city-states - while this actad to some degree to control the burgeining population, its effect on order and prosperity was severe.
